In technical terms, you most likely mean web application development, since you most likely aren't developing a web as in a spider web or the internet. So, in that case, an application is an application, and a web application is an application accessible by the HTTP. Example URL by PHP? Well, Facebook uses PHP, parts of Yahoo are in PHP, some of youtube is if I remember correctly.... The list goes on and on. This page that you're on right now uses PHP....
