How to enable xml_parse on dedicated server?

I have a dedicated server and the xml parse command works from a browser but not from a command line (cron job). I have verified that the file is on in browser list of files and not in the command. (i might not be saying the right words here). How do i turn on or upload the appropriote file and where can I find it if it is not on my server?
