[SOLVED] Correct way of doing if statement

Hi all,

 

I am trying to do an if else statement but keep getting a parse error in the line

 

<?php if (echo $rows['is_solved']; == 1) 
			{

 

Here is the piece of code it relates to:

 

<?php $query="SELECT * FROM forum_question ORDER BY id DESC LIMIT 10";
			$result=mysql_query($query) or die ("fucked" .mysql_error()); 
			while($rows=mysql_fetch_array($result))
			{
				?>
                <td><?php echo $rows['datetime']; ?></td>
                <td><?php echo $rows['cat']; ?></td>
      
                <td><a href="javascript:ajaxpage('forum/view_topic.php?id=<?php echo $rows['id'] ;?>', 'main');"><?php echo $rows['title']; ?></a></td>
