<body>

<h1>Tip of the day</h1>

<div style = "border-color:green; border-style:groove; border-width:2px">
<?
readfile("tips.txt");
?>
</div>

</center>
</body>
</html

Take a look at the readfile function, it doesn't return the contents of the file. If you're trying to get the contents of the file, look at file_get_contents.

$content = file_get_contents("tips.txt");
echo $content;

Right; it outputs the contents, just as the OP expects.

@OP

Have you tried to use the full PHP opening tag? Can I only recommend you do.
