[SOLVED] Database Entries Not Displaying

I am going crazy... I have a simple query below that should pull all the offices listed in the database, but it doesnt, it displays one, the first one in the database. I have tried numerous different ways but cant get it to pull all of them. There are 9 in the database, and only the one showing.

$agency = $_SESSION['SESS_AGENCY'];
$offices1 = mysql_query("SELECT * FROM offices") or die(mysql_error());
$offices3 = mysql_fetch_array($offices1);
$offices[] = $offices3['Office'];
print_r($offices);
?>

this is when you would use a loop

$offices3 = mysql_fetch_array($offices1);
$offices[] = $offices3['Office'];
print_r($offices);

becomes

while($offices3 = mysql_fetch_array($offices1)) {
     $offices[] = $offices3['Office'];
}
print_r($offices);
