Random display of contents within a box realized by PHP SQL?

I want one of my webpage to have a content box that shows random paragraphs when the user press the 'refresh' button on that page. I assume this can be achieved by PHP SQL, as i'm totally new in this area. Is there some software that even someone who doesn't know PHP and SQL could use to realize this functionality?

 

For another page, i want a division that shows the most recently updated article titles from the site. Can anyone give me some hints on how to achieve this?
