Directory Security on IIS

Hello, I'm new to the IIS setup and I'm looking for guidance on directory folder security.  I would like something that would work similar to .htaccess, which would allow to secure web folders (including the files inside the folder).  I have looked into web.config files coupled with .net pages, but its seems like a little overkill for what I'm looking to do.  I would like to have something that uses PHP with a MySQL database for logins.

 

Any suggestions or assistance would be greatly appreciated!
