Apache, MySQL, PHP - Need link to open in a new tab

I have tried adding target="_new" or target="_blank" in many different locations and can not get it to work.  Any ideas?

 

I am running Apache with MySQL on a MSWin box.  Ya I know a MSWin box running Apache and MySQL....  is a no no but it is working

I made one change because the "$td3" tells where to put the text.  But now it is working

Ok I am trying to do the same thing in another location but I can not find where to make the change.  I have attached the two files I am thinking the change needs to be made along with an image of the column that I am wanting to apply the link to.  The MySQL Table is BIOS and the Field is SSN.

There is a column on the same page that has a link but it is internal.  Here is the line of code.
