Unusual page loading behaviour

Can anyone tell me why the page is 'flashing' when it loads each page quite so badly on this wordpress theme? It's even quite bad when super cache is turned on, I can't think of the correct terminology to find any help on google. Searching for 'website flashes etc' brings up loads of flash stuff of course.

Ah, well in IE and FireFox it reloads the page quite noticably, whereas it wasn't doing that on my localhost. There's barely any images on it so it shouldnt take as long as it does. But you can see the whole page 'flash' the colour of the header. It just looks poor, I know it's a problem with my code, but I can't figure out what.

Maybe it's my host, but it shouldnt be so bad when Super Cache is turned on because then it's just static html files. Also, its worse in Firefox than IE (for once), Chrome isn't as bad.

That's about 4 times as long as I was getting. I was averaging about 45ms. Could be at least part of the reason. Not sure if output buffering would help in this situation or not. Maybe someone else can answer that.
