Is ActiveX capable of rendering a desktop based API on a browser?

Have I understood ActiveX if this is what it does? Is it a PHP based language that does precisely this? If so, how can I go about learning it?

 

I'm looking for a way to integrate desktop software into an automated web browser based process. You think ActiveX would be capable of this, especially considering, though I may be wrong, that most, if not all, browser based automating tools are text based and not image based?

ActiveX is a Microsoft technology.  Yes, you can do desktop-like software in a browser with activeX, but if you're not in a completely Microsoft intranet environment you'll probably have major difficulties getting everything working.
