How to Degrade a jQuery Navi Bar with Sub Menus Gracefully?

I'm wondering what the common practice for this is?

 

Simply list all pages at once all together including the sub menus?

 

Like this:

 

Link 1 - Link 2 - Link 3 - Link 4

Sub1

Sub2

Sub3

 

etc.

 

Because that's how I have it if I deactivate JavaScript in my browser.

 

 

So should I just leave it like that?

 

I don't really know any other way that would be adequate.
