htaccess allow one page, deny the others?

Hello, I use the following to block India spam from posting all over my site as it is a huge issue:

 

deny from 14.192.128.0/19
deny from 27.54.120.0/22
deny from 27.96.88.0/22

 

and so on.  However there is a page where legit people from india buy services.  Can I allow that one page but deny the rest of the site?  I tried searching but couldn't find anything about that.
