freelance start-up advice

i am 20 years old, and have been coding since a few years ago.  i go to college, and am taking my second year of java.  i know some php, css, mysql, and asp.net.  i know i should probably get into ajax/javascript, which is vital for a good website.  I would like to start doing freelance work, but am not sure if i am ready.  is there anything i can do that will allow me to mix maybe some of these programming languages together, and come up with something?  i can currently create something of an e-mail system, upload system (such as cloud storage), and some general application development.  can i offer services based upon my experience?  or would i be better off learning more yet?  (i am not the best with design)
