Coding design into page?

Hey guys,

Sorry . . but I am probably not going to explain this very well!

I am developing a site at the min and I am currently coding the design. How do you code a page so that no matter how long the page is going to be (in terms of scrolling down) you carry the end of the page down with it?

At the moment the top of the page just keeps looping as the page moves down. I am sorry but thats a good as I can explain it!

Simple pseudocode
output page header

while there is new data
     output data
end while

output page footer

If you are still using mysql_ functions, STOP! Use mysqli_ or PDO. The longer you leave it the more you will have to rewrite.
