Anyone know of a decent speed limit databse?

I work for a vehicle tracking company and we've been trying to find a decent speed limit database for our fleet system, I've contacted NAVTEQ but they haven't got back to me, I have been searching for this for nearly 2 days and the closest thing to a conclusion I have is a script that takes an average of our inbound lat/lng locations and rounds them to the nearest 10 ( well down if <=3 otherwise up ) and this has worked quite well but we still have a gigantic amount of erronous results, it would suffice but would be nice to have something accurate.

 

 

We have also tried the directions API from google maps/yahoo/bing and calculated the speed from the distance / time response to no avail. Does anyone know weather API V2 accounts for traffic ?
