help creating onrollover slideshow effect

Litebearer is right, you would want to use some sort of client side coding (javascript, jquery, etc.) but if you wanted to use a combination of both php has the ffmpeg library that can pull frames at random and then you can use JS to change the image to the frame it finds. It could be the easiest way of doing this would be with some AJAX techniques too.
