menu help

I've seen one thing in here that's relevent to what i need help with, but i dont' remember it being that complicated (http://www.phpfreaks.com/forums/index.php/topic,114201.0.html)

The site i'm working on needs to be all the same.  I've spent a good month recoding it and i'm really tired of coding atm.  I know there's a way that i don't have to code each page and i found one way using ajax, but the poeple i have to get this project approved with don't seem to keen on it since it renders their back button useless.

I've php menus on one other project i did, but since i didn't do the coding, i don't know exactly how it was done, and i no longer have the files.

What i need is have index.php as my main page.  When i did this before, it loaded into a iframe, which i'm not to keen on using if i can help it tends to mess up borders.  I can load it into a div like i do now with ajax, it would be much better.  Before, i had an include file for the menu, though i guess it really wasn't needed

My goals for this is to only have to code one page (index.php) with the menu, borders and such.

I'm a tad bit stressed out over this since its been nagging at me on how to do this and lack of help on the web (all i've been able to find is dynamic drop menus and other stuff)

Some one please help.  I have very limited experience with php but plenty with html.
