Though, I do wonder why you want to do this, as I suspect you're making it (whatever it is you're doing) more complicated than what it needs to be. You'll need to figure out either how to convert from the hex value to a code point, or how to retrieve the code point directly from the binary data. I suspect the former will be the simplest.
