Create a drag-and-drop like this using Javascript?

I'd like to create a page that has a drag-and-drop ranking system similar to this:

I want the visitor to be able to rank something from a set list and then submit thei rankings and have it combined with the rankings already in the database to give an overall rankings list.

 

Can this be done using Javascript? Anyone seen a script out there that does this?
