how can I send flash to the back of a page

THis is a set of JavaScript buttons that when you click one opens a set of scroll buttons with different links each, when I test it on a top of a .gif, works, but when I changed the .gif for a flash; this one covers the set of buttons, how can I make it work on top of flash, thanks, Mario.
