You can set them all to never in advanced power settings, this goes for harddrives or any other device as well. Blank screens usually indicates a power issue or video problem. If you unplug the drive the machine should boot and see something on screen. Unplug all additional devices plugged into the motherboard and see if can boot it. Test one memory stick at a time If you plug something in such as a cdrom or harddrive and pc suddenly fails you found your issue.
