getting this message when going to a website

help! i can\'t go to this website \'coz a warning is displayed:

Well, it looks like there are too many \"users\" on at once. Just wait until later.
DEFINE("YOU","Spending Too Much Time On The Computer");

that\'s a bit weird \'coz this has gone on for 3 days!

and i asked a friend of mine if he could access the site on his comp and he did, no problems at all...

so how come i still get this warning?

I think it has something to do with your php.ini file.

This has happened to someone else before, but I\'m not sure where the post was or how to fix it.
