language charecters

has any one ever come accross this problem..

I have a site that is controlled by a mysql database and php, wich works fine except that when we choose a new language some of the charecters appear strange?

have a look I have changed the page encoding and still does not work

The browser follows the webpage charset unless the user overrides it.

Ok, this is off php but one more.

You have set content as xhtml/xml, i dont know if it really makes a difference changing it to text/html:
<meta http-equiv="Content-Type" content="text/html; charset=ISO-8859-15" />
