The background it a bit distracting, but okay since the content covers most of it. I would move the content boxes up higher on the page and/or create a nice header...the current header looks a bit shabby and out of place. Good overall. The header area has large spaces between elements (in IE7) and inconsistent column widths. I do think that this is a rare good use of bright orange. Most of the time i find that bright orange is too over-powering, but i actually like it here. That said...the header on your (i guess) old version of the site is nearly impossible to read. Nowhere near award winning...look at the "professional" templates for sale all over the Internet, but if it is for your own personal use...it is not bad. I do find the menu background a bit too highly textured...so maybe tone it down a bit. Overall the lines are clean. The header may be a bit too large (tall) since you do not include any menu elements there...but it works anyway. You may consider adding some drop-shadows and do somethign different to the white divider line between teh menu adn main content...dress that up somehow.
