Cookie is getting set twice

I am trying to set a cookie using the setcookie() function, and also display just an image but my problem is, everytime the file is accessed, the cookie gets set twice.

 

What I am hoping to do is when the php file gets accessed, a cookie is set, even if there is one already there, and display an image.

 

here is my sample code:
