Rewrite of HTTP to HTTPS going into a loop

I have a problem trying to rewrite all http references on a web site to https. Here's the relevant section of the config file:

<VirtualHost *:7778>
    ServerName virtual1
    Port 80
    ServerAdmin xxxx@example.com
    Options +FollowSymLinks
    RewriteEngine On
    RewriteCond %{SERVER_PORT} !^443$
    RewriteRule ^/(.*)$ https://virtual1/$1 [L,R]

 

When someone types http://virtual1/ the above causes an infinite loop of redirects. Is there any way of fixing this?
