Ie/Firefox border issue

I really like the border on the left column in firefox, but it doesn't show up in IE, also I can't replicate it in other places. I don't understand how come it looks like this. I am using standard border dash properties, but it looks a little different, and I havn't been able to replicate this.

That's because in Firefox, it displays it on the outside instead of the inside; possibly a glitch. Anyways, try using a repeating background image down the center that is thin enough to keep the border outside-that might work.
