I am having a problem with my logic on creating these tables

I want to have my home page so that people can add and remove sections that are displayed on that page. I also want them to be able to change the position of the sections. But i dont know how i should set up the db tables... So can someone help me?

The idea i had for them is this (but im sure it wont work):

----portals----          ----myHome----        ----portalPos----

portal_id      ---+      id                            id

portal_name      +---portal_id      -----+    position

                              customer_id        +---portal_id

portal_name      +---    portal_id        |    customername

                          customer_id  -----+

                          position

thats good.

now the next part i am kind of confused by is that i want there to be a link that people can press on regular pages. This button will make it to where you can basically have a shortcut on your home page. I am not to sure how the home page would work. Should i have it include different files or should i have it so that the code is on the home page but gets turned on if that info is in the db. What is the best way to do this?

seperate pages

or

same page

or

something better?
