Adding if statement to query

I want to know if i can do this:

 

 

Select fields from tablename where recordid=recordid and staffread does not eqaul session (UNLESS) that ID is "owner" (which is in a stafftype field in a table named staff)

 

ID        StaffType

1          Owner

 

Below is what i got so far but i need to add on that next bit but is it possible?

 

$Check = mysql_query("SELECT ReportedPlayer, StaffNotes FROM reportedusers WHERE RecordID='$RecordID' AND StaffRead !='{$_SESSION['Current_User']}'")
or die(mysql_error());

That was what i tried not sure if i just got my syntax wrong but nothing happened on my script.
