Looking for a simple framework

Hi guys

 

I am no pro in PHP but I know little and I am not new to programming, and I am trying to create a simple cms that I can use for my own project.

 

But instead of going from 0, I am trying to find a good PHP web framework that I can use to build on. Mainly I would like one that has user levels, tagging, photo gallery, item rating and contact form. I know most will not have all these but this is just to give an idea where I want to go. So what do you guys think is the simplest and most easy to work with, customize and add code to? Also preferably it should create tabless pages (drupal?)

Joomla is close to what you want, couple of those features need extensions, but it has user levels and a contact form out of the box. Joomla is the CMS that manages my site:

My joomla is better than most peoples Joomla's though, I got the good SE friendly links, menus that auto-add items, menu's that title link and a message board that I wrote myself. Basically, Joomla is like anything else, if you know what your doing and screw with it enough it's good.

Yes, CodeIgniter looks good. Well, I know what I asked for usually comes in a full CMS, but even if it is a CMS, I was looking for something that I can easily write code into. Something that can easily be customised by a single programmer. But all those things dont have to be there. Maybe CodeIgniter is what I am looking for. Thanks  :)
