403 Forbidden error

I setup apache on my XP Pro laptop for testing purposes. Now I can access all my content via loopback 127.0.0.1... yet when I try to access it via my public IP i get 403 Forbidden. You do not have permission to access / on this server.

 

I checked to makesure that everyone has full access to the root and subfolders so I'm a bit perplexed... is there something special I need to do in the ini files or something?
