Ask yourself why you can't do this on the file's dynamic creation if this is the case. I'd assume php isn't the maker of the file, but if its not odds are you can create a macro/batch so however the file is made (if its your own program) it also rewrites chmod seeing as chmod is a UNIX function not only a PHP function it can be initalized from any source. In fact php doesn't even need to be used to rewrite chmod via CRON you can execute a series of shell commands via CRON to change chmods.
