PHP and images

Is there any way to analyze an image coming from another website?

Example: Say someone is using an image as a signature in a forum. Is there anyway to analyze that image for width/height, etc, so as to be able to keep people from using images that are too big in width and height so as to not ruin the site layout?

I'm assuming this is probably not going to be possible, but I thought I'd ask since I'm not extremely fluent in PHP.
