My personal opinion is that the reason that people didn't feel responsible is exactly the same as the reason for bystander apathy in a murder or a robbery or something. Since people knew that tons of other people were watching, they felt less obligated to do something. People do fake stuff like that all the time. I mean come on, it's not even hard to fake. He pilled himself to death. Not exactly high end special effects. Some guy from India borrowed his father's phone and rang several police stations in Florida. He was redirected a few times before somebody decided to take his claims seriously.
