Can't connect to MySQL server

I'm trying to connect to a database running off a W2K server from my Linux 8.0. Both machines have mysql server installed and running properly. However when I  upload a file with connction variables to a linux to connect  a w2k server, when i run the  file  in linux environment it giving get this error message:
Can't connect to MySQL server on '63.202.128.121' (4):

plz help me

There is an entire section if the refman about "can't connect" errors.
Seriously... if people don't start reading this before posting, I'm going to consider not answering at all.
