without the forward slash it would mean the log file is in the same location as the .htaccess file right?

 

You likely need to provide the complete path to the file. It'll be something like....

 

/home/<yourusername>/public_html

 

or

 

/var/www/<yourusername>

 

You can find the full path to your document root using by echo $_SERVER['DOCUMENT_ROOT'] in php.
