HELP!! Can't create/write to file '/root/tmp/#sql_121b_0.MYI' (Errcode: 13)

I've just set up the whole apache/mysql package on linux, with the help of xampp from www.apachefriends.org. I had no problems with the installation. I ran "/opt/lampp/lampp security" to configure the security settings with no problems.
Then I got phpmyadmin up and running I had an error message when trying to create a table in a database. The message was:

#1 - Can't create/write to file '/root/tmp/#sql_121b_0.MYI' (Errcode: 13)

Every time I select the "structure, select or insert" tabs this message appears.
However I can use the "browse or sql" tabs.
I've looked in the online phpmyadmin manual which says that this is a file permissions problem. (http://dev.mysql.com/doc/refman/5.0/en/file-permissions.html) I did as it suggested but I still have the same problem.

I've tried running phpmyadmin from the root, but I still get the same error message. I'd be really grateful if anyone could help me with this problem.

I wish I had something else to suggest, but error 13 really is a permission issue on one of the folders.

If this problem is something to do with permission issues. How do I solve it?

Perhaps you started MYSQL with the root user where their TMPDIR environment variable is set to /root/tmp and the "mysql" user has no access? Maybe the datadir is set to that directory?

You can either give user "mysql" write access to the directory or preferably set another directory to be used.

To verify any of this you may want to run the following query if allowed and after confirming what MYSQL options are using the directory change them.

Post any options that have /root/tmp as part of their dir path.
