If they are available to everyone then the search engines aren't stupid, they will quickly pick up on what the tool does if there are thousands using it, whether it post articles, blogs, etc. SEO is about staying ahead of your competitors, come up with your own strategies and develop your own tools around them. "SEO Tool" is kind of a vague term... it could mean something to help you beautify your urls. It could mean a tool that scrapes your page and ranks the words/phrases to help you bid on keywords.
