That's not something an IP will tell you. Some ISP's give hints about that in their reverse dns of an ip, but that's not something you can rely on, and it may not really even be accurate. You'd have to have a database on your end that could map ip ranges to connection type. Creating such a database would mean having to find out who owns what IP blocks, and what services they provide with those IPs. I have no idea if such a DB already exists that you might download/buy.
