Whne you specify a background image I believe it overwrites the default (which would be the number!). So I am assuming you simply want a background behind the number itself.

You need a margin to show the number (one case where IE got it right as FF uses the elements padding - or did do) so make sure you leave that there.

list style and background are different properties. So no, background does not overwrite the number.  But, the background is positioned under the text, not the number.  What I ended up doing with positioning the link with a negative margin and put the background on that, and then adding the left padding to get the effect I wanted of the background only showing behind the number.

The next problem is the lack of support for decimal-leading-zeros on ie and possibly other browsers.  So, I might have to abandon the symantically correct ol and use an unordered list and add my own numbering.
