i have the following redirect inplace in my .htaccess file

Redirect /dir/warranty-registration.php http://mydomain.com/warranty_reg.php

it seems to be working correctly.  is there any case in which someone putting in the old URL of "http://mydomain.com/dir/warranty-registration.php" would not be redirected?  something to do with their locally stored DNS or something?

The DNS has very little to do with with this. If you were doing subdomain redirect, ok it may, but it does not appear that way.

To answer your question, no. As long as they are not aggressively caching it should be fine. What you may want to do is make the redirect a 301 (premenant)

Redirect 301 /dir/warranty-registration.php http://mydomain.com/warranty_reg.php
