It's easy to find tutorials on just about every language. Staying up-to-date is generally done either by being engaged in forums (like this one), or following blogs or Twitter accounts of particular people. For PHP, the most obvious answer would be to follow Ramsus, or maybe the guys in charge of Zend. If you're into the Symfony2 framework, or other SensioLabs products, then follow Fabpot.
