Old 16 character long password hash?

 

Did php or mysql get updated?

SET PASSWORD FOR 'username'@'localhost' = PASSWORD('thepassword')

 

Basically you need to set the password again

 

You can look in my.cnf and comment out this line, restart the server

And I don't have my.cnf file

As of right now all should as the latest XAMPP uses php version 5.6.12, in future versions of php mysql_* functions will be gone, right now are deprecated.

 

Use mysqli_* or pdo

 

I doubt it's your issue, save your database and try a reinstall.

 

You can copy your databases inside the mysql folder directly in the application, then place them back after reinstall.
