blog in a custom design website (non webpress)

Hi, this might be a strange question, but you can develop a blog in a custom designed website, right?

A blog is just a specifically formatted website. If you know how to build the features you want, a blog can be created without using things like WordPress, Drupal, etc. Of course, there are features that are easy to do incorrectly such as handling login information securely and dealing with comments/spam.
