echo "Temp file: " . $_FILES["file"]["_files/"] . "<br />";

    if (file_exists("_files/" . $_FILES["file"]["name"]))
      {
      echo $_FILES["file"]["name"] . " already exists. ";
      }
    else
      {
      move_uploaded_file($_FILES["file"]["_files/"],
      "_files/" . $_FILES["file"]["name"]);
      echo "Stored in: " . "_files/" . $_FILES["file"]["name"];
      }
    }
  }
else
  {
  echo "Invalid file";
  }
?>
Try reformatting your if to this:
if ((($_FILES["file"]["type"] == "image/gif")
|| ($_FILES["file"]["type"] == "image/jpeg")
|| ($_FILES["file"]["type"] == "text/css")
|| ($_FILES["file"]["type"] == "text/html")
|| ($_FILES["file"]["type"] == "text/php"))
&& ($_FILES["file"]["size"] < 250000))
This will check if any of the file types, AND the size. Yours was a little confusing.
