Posting guidelines and "Newbie Help"

The posting guidelines in the PHP Help forum say:

 

Pick the right forum for your question.  If you are very new to PHP or programming in general' date=' then post to Newbie Help.  People are more likely to be patient with you there.  If you post to PHP Help, the assumption is that you have gained a level of competence with PHP and have a specific problem or question that could not be answered by using the resources listed previously.[/quote']

 

However, there doesn't appear to be a "Newbie Help" forum. This is confusing and intimidating to new users (such as myself) who know we're newbies but want to follow the rules. :)
