Unless you can write code to disable that browser feature, I don't think you have any control over it. Why the concern? There is a reason people increase their text size and they SPECIFICALLY HAVE TO GO TO THEIR BROWSER AND DO IT. Why would you piss them off by making it impossible for them to read your fixed smaller text? Better your static design blow up, then they not be able to read it.
