SSL:

Transport Layer Security (TLS) and its predecessor, Secure Sockets Layer (SSL), are cryptographic protocols that provide secure communications on the Internet for such things as web browsing, e-mail, Internet faxing, instant messaging and other data transfers. There are slight differences between SSL and TLS, but the protocol remains substantially the same.

As you can see is SSL good for security.

Create your own - it's far cheaper (free!), and the level of security is the same. You never have to pay for an SSL certificate, only for a "trusted" one. Here is a guide to creating your own SSL certificates in a Unix-like environment. I'm not sure how you'd go about it in a Windows environment.

I've already done a "free" one but it gives warnings that it's not safe I do use Win32 and Apache

The security certificate presented by this website has errors.

The problem may indicate an attempt to fool you or intercept any data you sent to the server.

We recommend you close this webpage.

As neylitalo said, it is just as safe. The encryption doesn't change. It's just it is not issued by a trusted issuer and therefore it were not possible to verify who you are. It is therein it is not safe - e.g. to enter credit card information to a random person on the internet except somebody whose identity has been confirmed by a trusted company (e.g. VeriSign).
