Is there any way to make a forum by not actually installing it but just dragging it on?

 

Dragging it on to what? What exactly do you meen exactly? If you don't have access to a DBMS your going to have a hard time with any forum software, though you could develope your own using a flat file backend, I wouldn't recommend it.

Sounds like you want to just put files on the server to make it work, but most forums save all threads and private messages, etc in the MySQL database, so without that, you're about out of options. I can't remember what it's called but simple machines has a nice free forum that you can just upload and edit a config file with. OH yeah, SMF 2.somthing... but like I said, unless you find one that saves all the data to a file or something, you need mysql for a forum.
