How much would it cost to have someone do it for you, or is there something out there for free which would help to create a very similar website? It doesn't seem like something like that would be hard at all, but that's me. Learn PHP and work on various projects and eventually it gets easier and easier. And how much would it cost to have someone do it for you...? Well, that depends on the person. And me discussing this is not volunteering to write this for you, by the way. I already have a few projects I'm working on right now and I don't think I can handle many more at this juncture. I'd suggest learning the language for yourself and seeing where that takes you.
